‘Children are the world’s most valuable resource and its best hope for the future’

Some days you see something that tugs at your heart strings and makes you sad. One such day recently was when the Badger walked the leafy lanes where he played as a child.  Two vans and three burly men with chain saws were cutting down two magnificent horse-chestnut trees  – trees that the Badger and his childhood friends used to not only play beneath, but also climb to find the best conkers! The trees are still healthy, but they are being felled to make way for a new housing development. The sadness at seeing one of his favourite childhood haunts being dismembered was real.  It was a reminder that change is inevitable, that progress isn’t always for the good, and that the Badger’s childhood was very different to that of most children today.

Since the time the young Badger climbed these conker trees, much of the world has become healthier, better educated, and wealthier. The internet, computing, communication, and social media revolution has changed both social norms and the nature of childhood. As children, the Badger’s generation routinely climbed trees without adult supervision, ropes, or protective equipment, rode bicycles without wearing a helmet, and interacted with every type of creature in nature on an almost daily basis. We took the scrapes, bumps, and bruises that came with this freedom in our stride.  Our freedom was real. We were naturally innovative and imaginative when playing games with playmates, and we problem-solved and learned from each other without thinking about it.   

Childhood today is more cosseted, more organised, more risk averse when it comes to unsupervised outdoor play, and it is shaped and heavily influenced by modern tech and social media. The Badger thinks childhood is actually more dangerous today! Why? Well, whereas there was no online world when the Badger was a child, today it is a major aspect of a child’s life, as an OFCOM report illustrates.  This exposes them to cyberspace threats that simply didn’t exist when the Badger climbed conker trees and the tech world that we know today was science fiction.  Accordingly, the Badger believes the Online Safety Bill , currently in its final stages in the UK Parliament, is a good thing and long overdue.

The values of our country are fundamentally family values, ones which protect children and the vulnerable from those that would do them harm. These were the values when the Badger was a child, and it should still be that way in today’s online world. Our values and our way of life are also determined by us, and not by the huge digital tech corporations that dominate today’s world. John F. Kennedy said, ‘ Children are the world’s most valuable resource and its best hope for the future’. The UK’s Online Safety Bill is thus doing a good thing; it’s protecting the world’s most valuable resource…

Your face, your voice, AI, and human rights…

In the gap between completing his undergraduate degree and starting post-graduate study, the Badger took a temporary job as an assistant in a dockyard laboratory performing marine metallurgical failure investigations and associated corrosion research. It was a great few months which enabled the application of what he learned during his undergraduate degree to real world events. Those few months are the reason why, for example, the Badger has a particular interest today in the findings of the investigation into the Titan deep-sea submersible failure. The dockyard lab staff were experts with colourful personalities and diverse opinions on a wide range of topics. Engaging in wide-ranging discussions with them, especially at lunchtime in the canteen, was enlightening, thought-provoking, and has been the source of fond memories lasting for years.

One particular memory is of one senior expert, highly respected but always cantankerous and quarrelsome, refusing to be photographed sitting at their electron microscope for a newspaper feature about the laboratory. They didn’t want their image captured and used because, they claimed, it was part of ‘who they were as an individual’ and therefore it was part of their human rights to own and control its use. The lab boss saw things differently, and for days there was a lot of philosophical discussion amongst staff about the expert’s position. The newspaper feature ultimately used a photo of the electron microscope by itself.

The current strike by Hollywood actors, due in part to proposals relating to AI and the use of an actor’s image and voice, brought the memory of the lab expert’s stance regarding their image to the fore. In those days, the law was more straightforward because the internet, social media, personal computers, smart phones, and artificial intelligence didn’t exist. In today’s world, however, images of a person and their voice are routinely captured, shared, and manipulated, often for commercial gain without an individual’s real awareness. The law has, of course, developed – all be it slowly – since the expert’s days at the lab, but the surge in AI in its various guises over the last year seems to illustrate that the gap between legal/regulatory controls and the digital world continues to widen.    

Today, and with advancing AI, an image of you or snippet of your voice can be manipulated for any purpose, good or evil. Whilst there’s some teaching of online safety at school, is it enough? Does it sufficiently raise awareness about protecting ‘your image and your voice which are both key attributes that characterise who you are as a person’? Did the dockyard lab expert have a point, all those years ago, in asserting that it was part of their human rights to own and control their image? The Badger doesn’t have the answers, but he senses that AI and human-rights will inevitably be a fertile ground for campaigners, legislators, and regulators for many decades to come…

This item contains nothing generated by Bing Chat…

The Badger’s been experimenting for some time with Bing Chat, an integration of the GPT model developed by OpenAI with Microsoft’s search engine. It’s been both fun and thought-provoking. The capability is impressive, which is why there’s been massive interest in the technology in the 6 months since the public release of OpenAI’s ChatGPT. Many of the Badger’s interactions have made him chuckle, roll his eyes in annoyance, or better appreciate its use for good or evil, but every interaction has, in truth, reinforced why Sam Altman, CEO of OpenAI, calls on US lawmakers to regulate AI. This capability  has enormous scope to develop further. It’s already engaging the public and changing the way things are done, and it will continue to do so in the future. The Badger, like many, sees many pros and cons, but the primary outcome of his experimentation has been to crystalize the realisation that he must deal with how this impacts his content-producing activities like the writing of the blog you are reading now.

AI is destined to affect the activities and jobs of white-collar workers across a wide variety of industries (see here and here, for example). Indeed, the Badger can think of many functions and jobs that could be impacted by AI-centred automation in the IT industry alone. With perpetual improvement to make the profits stakeholders expect at the core of any business’s survivability, it’s inevitable that AI will speed up the drive for organisations to do more with less people, especially as employing people is expensive. Working in IT or tech industries doesn’t provide immunity from this impact, as BT’s recent announcement highlights. BT is cutting more than 10,000 jobs due to new technology and AI over the next 6 years. For employees in any organisation, therefore, this isn’t a time to stick your head in the sand; it’s a time to scan the horizon, think about how your livelihood might be impacted, and assess your options for countering the threat. All is not completely bleak, however, because AI seems unlikely to replace jobs requiring human skills such as creativity, judgement, physical dexterity and emotional intelligence. If these dominate your job, then the immediate threat is limited.

Experimenting with Bing Chat brings much of the media debate and commentary on AI to life. It’s made the Badger think seriously about intellectual property, ethics, and things like the transparency of content origination in a world where services like Bing Chat cannot be ignored. The Badger believes people deserve to know if any of the content they read online has been generated using a service like Bing Chat or Google Bard. Well, if you’ve read this far, then you can be confident that what you’ve read has been created entirely by a human being. It contains nothing generated by Bing Chat or any other similar capability.

Bigbug, AI, and common sense…

After a day of strenuous activity in the garden, the Badger settled down to watch something on the television that wasn’t full of doom and despondency. Nothing grabbed his interest as he flicked through the channels, so he scrolled Netflix for a film that wasn’t full of gory action or Marvel superheroes and came across Bigbug from director Jean-Pierre Jeunet.  Netflix describes the storyline as ‘Humans have ceded most tasks to AI in 2045, even in Alice’s nostalgic home. So, when robots stage a coup, her androids protectively lock her doors.’  Intrigued, the Badger hit play and watched this off-beat, quirky, sci-fi comedy to the end. It proved to be thought provoking.

Millennial or Generation Z digital natives will easily relate to the film’s backdrop of a society in 2045 based on automation, AI, and robots, because much of the technology portrayed – AI, drones, sophisticated sensors, the Internet of Things, machine learning, driverless cars, and so on – is a progression of what exists today. Indeed, Bigbug’s 2045, only 22 years away, cannot be deemed unrealistic when digital technology has already revolutionised life in the last two decades. While watching the film, the Badger wondered why we would tolerate the development of a society where AI and robots could dominate, control, and potentially destroy the human race. The answer seemed quite simple; humans are fickle and predominantly focused on the short term and convenience.

There’s no doubt that the pandora’s box of AI-centred systems is already open, and open letters signed by people like Elon Musk, and danger warnings from Geoffrey Hinton, the godfather of AI, will not change that. The genie is out of the bottle, and it’ll never go back in. Its simple common sense, surely, that if we create systems with the potential to be more powerful than humans then we must be clear on how we retain control over them? Unfortunately, common sense seems a bit thin on the ground these days. History shows that action to constrain and control the use of new technologies normally happens retrospectively, and AI seems to be no exception as we realise that it could, to put it provocatively, become a self-inflicted, weapon of mass human destruction!

The Badger found Bigbug’s technology-centric world of 2045 unattractive, but not outlandish. No one can predict the future, but it’s a certainty that AI-centred technology is rapidly changing human life as we know it, and presenting risks for our longer-term existence. The Badger thinks that we should never allow ourselves to become subservient to any technology that can lead to the decline and eventual eradication of our species. Surely that’s only common sense and the time has come to deal with the AI elephant in the room…

Toddlers and online safety…

Gone are the days when toddlers just played with toy cars, trains, books, and physical building blocks, and watched children’s television before bedtime. They learn quickly from those around them, so it’s hardly surprising that they want to play with mobile phones, tablets, and laptops when their parents and grandparents are using them routinely as part of day-to-day life. The Badger’s toddler grandson, for example, already runs around with an old pocket calculator to his ear mimicking a mobile phone, adeptly swipes through the photo gallery on the Badger’s smartphone, and also selects and plays videos on the ‘Hey Duggee’ YouTube channel on a tablet.

Last weekend, as his grandson sat watching ‘Hey Duggee’ on an iPad, the Badger read OFCOM’s ‘Children and parents: media and attitudes report 2022’ .  It’s full of interesting information and hard numbers about how children between the ages of 3 and 17 use the internet and social media. It brings home the fact that the online world is central to children’s lives from a very early age. That’s both a positive thing and a negative, with the negatives falling mainly under the umbrella of the following neat words in an antipodean news article:

‘We’re living through the wild west of the internet. In Google, Facebook, Instagram, Amazon and the rest, we have a new kind of critical infrastructure, not unlike the railroads and telephone lines of the mid-1800s…….we’ve become rapidly dependent on this new critical infrastructure, which has in many ways transformed the world for the better, but we’ve done it before we figured out how to make it safe’.

Responsible parents and grandparents want their offspring to benefit from the positives of the online world from an early age, provided they can be confident in online safety. Unfortunately, confidence isn’t high.  With just under half of children in the UK aged 12 having at least one social media account in 2019, and apparently more PR than substantive improvements in the aftermath of  Molly Russell’s 2022 inquest, the Badger feels that the case for regulation is overwhelming, and that it’s the only way to improve confidence that his grandson will be safe online. 

But here’s the rub. The UK’s Online Safety Bill, here, has been plodding through Parliament since 2019 and looks unlikely to become law before 2024. In the modern world of electronic documents, email, instant messaging, and content sharing, it’s shameful that it takes years to produce legislation that was really needed at least a decade ago.  Why is it taking so long? Is it because politicians are themselves part of the new wild west by over-using the internet and social media for their own ends? Who knows, but with AI set to revolutionise every type of content accessible online, the probability that the Badger’s grandson will enjoy a tamed online wild west seems to be trending towards vanishingly small.   

Think before you write, never write before you think…

Last weekend, Sonja McLaughlan – a reporter for BBC Sport – was hit with a barrage of abuse on Twitter for her interviews following the England-Wales Rugby international – see here and here.  The BBC, and others, rightly defended her and have also pointed out  that ‘abuse for doing your job is not OK’.  This struck a chord with the Badger because last week he was horrified to see many abusive and defamatory comments appear on a social media platform in response to a post applauding Chris Whitty – the UK’s Chief Medical Officer – for his work during the pandemic.  That social media platform was not Facebook.  Nor was it Twitter. It was LinkedIn.

The Badger, who is always careful about what he contributes on social media platforms, decided to conduct an experiment. He posted a comment to the LinkedIn Chris Whitty thread simply pointing out that it was a sad day for society and LinkedIn itself when abusive and defamatory comments are made about a man who is just doing his job!  The comment triggered a response suggesting that the vast majority agreed, but it also triggered a higher ‘rant return’ than the Badger expected!  ‘Welcome to your professional community’ is the strapline on the landing page to login to LinkedIn on the web. The word ‘professional’ implies a community that upholds standards and respect. We should remember this when contributing on this platform if we want to preserve its value.    

Everyone, of course, is entitled to air their opinions, but the Badger this should be done respectfully and never in an abusive or defamatory manner. Social media platforms in general have become part of the personal critical infrastructure of many people, but they cause enormous problems in the realms of proliferating hate, manipulation, misinformation, and so on.   Trolling is everywhere, and, as the Center for Countering Digital Hate has neatly summarised, society faces many challenges in the online world.  Simon Jenkins  recent Guardian article entitled ‘Chris Whitty’s abuse is a symptom of social media out of control’  also makes many points about social media that are hard to disagree with. When it is not okay to abuse footballers on the football field, to abuse a colleague in the workplace, to be discriminatory, to write salacious things that are unlawful in newspapers, why do we tolerate the opposite on social media platforms?  The answer is simple; we shouldn’t.  Free speech – which existed in Western democracies way before the advent of social media platforms – is not an argument for the rampant abuse and the defamation of anyone.

The key word in LinkedIn’s ‘Welcome to your professional community’  is professional. If you cannot express your contributions and opinions respectfully then it rather suggests that you, and possibly the company you represent, are part of the problem. Think before you write, never write before you think!   

Safety on ‘Smart’ Motorways is no laughing matter…

The Badger has laughed a lot recently; not due to being stir crazy because of the pandemic, but because nearly everything he read online has shown that the world is fast becoming just a comic book! One item that caused a guffaw, and which illustrates just how ridiculous things are becoming, was a complaint to the BBC about the use of the phrase nitty-gritty’ by their political commentator Laura Kuenssberg. Surely no one’s cause is ever going to be furthered by complaining about the inoffensive use of phrases which our forefathers contributed to any language decades ago?  The complaint was rejected by the BBC.  Hip, hip, hurray! Someone has pushed back in a small way on the stupidities that are pervading society. Err, no offence intended, but the Badger also laughed when he saw that common phrases like ‘blacklist’, ‘master-slave’, ‘uppity’, ‘black mark’, ‘sold down the river’, ‘long time no see’, ‘no can do’ and ‘Hip, hip, hurray’ may also in the sights of the hand-wringing brigade.     

Another thing that made the Badger laugh was the kerfuffle around the language used in the 1971 ‘Dad’s Army’ film, some of its TV series episodes, and even old TV favourites of ‘Little Britain’ and John Cleese’s ‘Fawlty Towers’. The biggest laugh, however, happened on seeing that eBay banned the sale of an old Dad’s Army board game for inciting racial hatred.  The world has gone truly mad! The Badger also laughed at Google threatening to withdraw its search engine from Australia. For all Google’s bombast about liberty and freedom, this fracas shows that the company has no respect for the democratic processes and interests of nations.  Good on you Australia, give them both barrels!

There was one topic, however, that stopped the Badger’s laughter in its tracks, namely that of safety on Smart Motorways. A coroner’s finding that Smart Motorways pose an ongoing risk of future deaths  and a Police Chief’s view that Smart Motorways are inherently unsafe mean that drivers should be worried. The UK’s first motorways opened between 1958 and the early 1960s when there were ~5 million cars on UK roads. They were built with a hard-shoulder lane to act as a refuge for broken-down vehicles and to assist emergency vehicles in getting to the scene of an accident. Today there are ~33 million cars on UK roads, which begs just one obvious question.  If a hard shoulder lane was required for safety reasons with 5 million cars,  why isn’t it required for safety reasons with today’s 33 million?

Road deaths have progressively declined since the 1960s primarily due to things like better education, speed limits, car design (better reliability, seat belts, ABS, and air bags etc), improved barrier technology, and so on. Smart Motorways have not contributed to the lowering death rate, so without a hard shoulder lane they must be considered unsafe and addressing the issue with even more ‘smart’ technology is not the answer.   This is most definitely not a laughing matter.

Five years…

David Bowie passed away five years ago on the 10th January 2016. His legacy is a portfolio of great music and it was while listening to some of his songs that the Badger mused on some of the things that have happened  since his demise.

The UK Brexit referendum on 23rd June 2016 upended British politics, changed Europe for ever, and caused widespread public frustration with the shenanigans of politicians in handling the exit process. The whole process exposed the dysfunctionality of politics and politicians across the UK and across the EU, more so than ever before.   

In 2016 Donald Trump – a businessman rather than a career politician – was elected the President of the USA. His term in office, including his impending departure, has been a tsunami of controversy. Mr Trump’s election was founded on a ticket that gave voice to millions of voters frustrated with their career politicians. His enemies would, and did, throw everything at him during his term in office. The pendulum has now swung against him, and the USA seems, to an outsider at least, to be exhibiting the polarisation and in-fighting typical of a failing empire, which does not augur well for the future.

During the last five years, the EU struggled with a humanitarian and political crisis caused by the influx of more than a million refugees, Greta Thunberg brought global focus on climate issues, the MeToo and Black Lives Matter movements made a mark, and the Cambridge Analytica affair exposed some truth about social media platforms and their use of your data. And then, of course, there is the COVID-19 pandemic.

The Badger, however, thinks the biggest happening over the last five years pervaded all of the above, namely the fact that the social media platforms have an uncontrollable influence on our lives and democracy. These platforms claim to be a bastion of free speech but they give voice to extremes, fake news, disinformation, the darker side of the human psyche, attention seekers and faceless disrupters of all kinds. So much so that Western democracy is threatened. The tech giants have resisted regulation by politicians for years, but – regardless of your views on Mr Trump – they now appear to be regulating elected politicians!  It appears from the happenings of the last five years that social media giants wield more unaccountable power than is sensible for the preservation of Western democracy, and that our elected leaders need to take these tigers by the tail and regulate them.   Alternative views, of course, exist.   

There is a great Bowie song that is as pertinent today as it was when released in 1972. That song is Five years, a great version of which was recently released by Duran Duran.   The Badger thinks its line ‘Five years, that’s all we’ve got’  sums up how long elected leaders have to sort themselves and the giant tech companies out if  Western democracy is to thrive through the rest of this century.

Information pollution…

After months of abstinence, the Badger treated himself to fish and chips  while visiting Crawley, a town which has seen sizeable unemployment during the Covid-19 pandemic due to its proximity to Gatwick Airport. The chip shop was open, all the appropriate virus protection measures were in place, and a rumbling stomach made it impossible to resist! 

The Badger placed his order and the counter assistant, a lady in late middle-age, made conversation while she waited for a fresh batch of chips to complete frying. ‘Will you have the new vaccine?’, she enquired. ‘Yes. What about you?’, the Badger replied. What followed was a torrent of reasons for why she would not have the vaccine.  The lady said the government could not be trusted, the vaccine had been rushed, short-cuts had been taken, pharmaceutical giants were only doing it to make big profits, and that everything she saw in newspapers, on television, on the internet and on social media had made her very wary. Looking at her smartphone as she spoke, the lady went on to say that she wasn’t going to take the risk of getting ill from the vaccine because her elderly mother and her children depended on her.  The Badger listened and inwardly sighed,  but at that point the fresh chips became available and the conversation went no further.

Mulling over the lady’s words while eating the food a few minutes later, the Badger decided  that her view provided an illustration of  how ‘information pollution’ influences many in the modern world. According to widely available statistics, we  look at our smartphones at least  every 10 minutes during waking hours, much of it to watch  attention grabbing, instantaneous social media feeds like Twitter and Facebook. As the thought provoking article here points out, speed of information availability eclipses accuracy, and so misinformation, distortion, selectivism, and falsities easily become the norm pushing fact into the background.

‘Information pollution’ is rife and it is one of the biggest ‘man-made’ challenges for digital-native generations to deal with if we want society to avoid descending into anarchy. Regulation and legislation are necessary and inevitable to ensure media and social media platforms genuinely tackle the issue rather than just pay lip service to it.  Pollution, after all,  comes in many forms. The chemical, oil, manufacturing, farming, and pharmaceutical industries have to comply with laws covering poisons and pollution, so why should  ‘information pollution’ be treated differently?

So, there you have it. A conversation in a fish and chip shop can make you think!  As the Badger finished the last chip, he resolved to maintain the healthy analysis of information to get at the facts that has stood him in good stead in his work and private life for years. Accordingly, even with ‘information pollution’ still rising, having the vaccine is clearly the rational  and common-sense thing to do. Life, after all, is full of dealing with risk of one form or another.

Tech regulation; learn the lessons of the past…

The Badger has just arranged for a headstone to be erected at the grave of a relative who passed-away some years ago. The process started with using Google to research the different types of  headstone, suppliers, pricing, and graveyard regulations. Having done the research, the Badger engaged a provider and arrangements were made using to the providers preferred business methods, namely good old fashioned telephone calls, letters and forms by post, and cheques for payments. Everything went smoothly and the headstone is now in place.

There was only one thing that was an irritant in the whole process – the flood of content, adverts, and unsolicited marketing that appeared in the Badger’s news, email, and social media feeds following the Google search queries!  Receiving unsolicited and unwanted suggestions about funeral plans, care homes, equity release, life insurance, will writing, and donating to charity via a will was just tiresome and a reminder that the big  tech giants track and use our behavioural data. If there was a single, simple, ‘Big Red Button’ that turned all that stuff off, then the Badger would have pushed it!  

Recent news that a Digital Markets Unit is being formed under the UK Competition and Markets Authority (CMA) (see here, here and here) to start limiting the power of big tech firms in the UK seemed like welcome news and a sign that politicians are starting to wake up.  In the USA, of course, Google is already in the cross-hairs of the US government for alleged anticompetitive abuses. At long last, governments around the world seem to be very slowly addressing regulation of the big tech giants which, let’s face it, are enormously powerful as well as being at the heart of the functioning of today’s modern society.

Sceptical about the need for regulation? Read the Financial Times article here. It points out that the 2008 banking crisis showed that careful oversight is needed when the public interest depends on businesses that exist to meet the needs of private capital providers. Before 2008, the approach of regulators to the way banks behaved was ‘principles based’, i.e. deliberately light touch. This relied too much on the banks’ abilities to govern themselves, and it failed. Similarities with the current approach with big tech are striking.  We should learn the lessons from the past! After all, isn’t that what the leaders of all corporations and governmental institutions are forever telling their employees and everyone else to do?

When speaking to the headstone provider, the Badger asked why – apart from a basic website – they hadn’t fully embraced the digital world. Simple, they answered. ‘We’ve stayed in business for over a century because we learn our lessons, one of which has been to always steer a cautious path through periods of innovation and change’. How very refreshing!
